Prohibits manufacture, sale, offer for sale, or distribution of infant formula, baby food, and child containers containing bisphenol A (BPA) in Arizona beginning January 1, 2016.

Allows existing inventory of BPA-containing infant formula and baby food containers to be sold until December 31, 2015 if purchased before the effective date and in quantities comparable to prior year purchases.

Imposes civil penalties up to $5,000 per violation, with penalties deposited into the Department of Weights and Measures Enforcement Fund.

Requires use of least toxic alternatives when replacing BPA and prohibits replacement with EPA-identified Group A, B, or C carcinogens or reproductive toxicants.

Exempts consumer-to-consumer sales and distributions from the law's requirements; authorizes the Department of Weights and Measures to enforce the chapter.
