Amends Arizona Revised Statutes section 13-3554 to establish mandatory sentencing guidelines for luring a minor for sexual exploitation when the person believed the victim was under fifteen years of age.

Establishes sentencing ranges of 5-15 years imprisonment (minimum 5 years, presumptive 10 years, maximum 15 years) for initial offenders who believed the other person was under fifteen years of age.

Increases sentencing ranges to 8-22 years imprisonment (minimum 8 years, presumptive 15 years, maximum 22 years) for offenders with one prior predicate felony conviction.

Makes persons convicted under these circumstances ineligible for suspension of sentence, probation, pardon, or early release except as authorized by specific statutory provisions regarding medical releases or elderly prisoner release.

Maintains that it is not a defense to prosecution that the other person is not actually a minor if the defendant believed or had reason to know the person was a minor.
