Amends Arizona Revised Statutes Section 3-1345 regarding transfer of ownership and hauling certificates for equines.

Requires deposit of transfer fees into the equine inspection fund pursuant to sections 35-146 and 35-147 when the division receives transfer request forms and fees.

Allows sellers and buyers of equines (except those with equine trader's permits) to complete transfer request forms, with one copy provided to the seller.

Requires buyers to submit the ownership certificate, transfer request form, and transfer fee to the division within 30 days to receive a new certificate and blank transfer request form.

Establishes requirements for equine trader permittees regarding bill of sale, transfer request forms, and permit number documentation when purchasing and transferring equine ownership.
