Appropriates $250,000 from the state general fund in fiscal year 2013-2014 to the department of administration for a supplemental appropriation.

Funds shall be used to contract with an independent expert consultant to conduct an external review of child protective services delivery in Arizona.

Consultant shall identify best practices from other states and provide recommendations for improving Arizona's child protective services system.

Department of administration is exempted from title 41, chapter 23 procurement code requirements for this contract.

The appropriation is exempt from lapsing provisions under section 35-190, Arizona Revised Statutes, allowing funds to carry forward if unspent.
