Establishes that the medical marijuana fund consists of fees, civil penalties, and private donations, administered by the department with continuous appropriation.

Prohibits fund expenditures on capital construction, lobbying activities, or political campaigns; requires funds be used only for purposes authorized by the chapter.

Mandates monies be used for public health education programs discouraging recreational marijuana use, especially among persons under 24 years old, including community-based education and child abuse prevention programs.

Directs spending on contracts with county health departments, community health centers, Indian tribes, schools, nonprofits, community colleges, and universities for education programs; includes administrative costs and media campaigns for prevention efforts.

Requires the department to evaluate established programs and submit written reports to the governor, legislature, and secretary of state every two years, with the first report due November 15, 2014.
