Authorizes the board of directors to designate the management structure and appoint separate superintendents for each school, allowing the same person to serve as superintendent of multiple schools.

Removes requirement that superintendent and management/supervisory staff must have prior experience as teachers of deaf, blind, or multiply disabled and sensory impaired students.

Changes contract offer deadlines from specific dates (April 15 and May 15) to "before" the expiration of current employment contracts for both superintendent and contracted personnel.

Allows the superintendent, acting on behalf of the board, to issue contracts for management and supervisory positions designated by the board.

Maintains board authority to establish performance evaluation systems for the superintendent and contract employees.
