Establishes a competitive five-year school accountability pilot program run by the state board of education in consultation with the department of education and state board for charter schools.

Selects five participating schools (three traditional school district schools and two charter schools) that must have A or B letter grades and be in compliance with state and federal laws by March 1, 2015.

Requires participating schools to develop individualized accountability systems measuring student outcomes including graduation under rigorous curriculum, advanced placement scores, multilingual proficiency, career and technical education certification, arts program completion, and community service hours.

Participating schools must continue participating in state standardized testing but may determine the extent to which standardized tests factor into their individualized accountability systems.

Pilot program ends July 1, 2021, with state board of education required to submit a summary report to the governor, legislature, and secretary of state by November 15, 2020.
