Amends Arizona Revised Statutes section 1-215 to add "renewable energy" to the state's definitions, defining it to include solar, wind, hydroelectric, pumped storage, flywheel storage, hydrogen, geothermal, biomass, biomass baseload energy, and nuclear energy from uranium fuel rods containing 80% or more recycled nuclear fuel and natural thorium reactor resources under development.

Amends section 40-201 to add a new subsection B establishing the same definition of "renewable energy" for purposes of Arizona's utility and public service corporation regulatory framework.

Includes nuclear energy from recycled uranium fuel rods (minimum 80% recycled content) and thorium reactor resources as eligible renewable energy sources in both definitional sections.

Renumbers existing definitions in section 1-215 to accommodate the new renewable energy definition and maintain sequential numbering (definition 35 becomes definition 36, and so forth).
