Direct primary care provider plans are exempted from insurance regulation under Arizona title 20, provided they do not assume financial risk or indemnify for third-party services.

Direct primary care provider plans may arrange for primary health care services for enrollees in Arizona.

Plans must provide written notice to enrollees that the arrangement is not insurance and enrollees remain personally responsible for any additional medical expenses incurred.

Defines "direct primary care provider plan" as a primary care provider collecting prepaid fees to provide primary health care to enrollees.

Defines "primary health care" to include medical visits, laboratory testing, imaging, pathology testing, medication prescribing and administration, and other procedures supervised by a licensed primary care provider.
