Allows civil actions against public employees for damages resulting from gross negligence, malicious conduct, or reckless disregard occurring in the course of their official duties.

Courts may award actual damages, equitable relief (injunctions and restitution), punitive damages, reasonable attorney fees and costs, and other appropriate relief.

If a public employee holds a professional license in Arizona, the court must notify the relevant licensing entity of the employee's actions.

Creates joint and several liability between the public employee and public employer when actions occur during the course of official duties.

Imposes joint and several liability on all parties when multiple public employees or employers are liable.
