Repeals the requirement for community college districts in counties with a population of at least 3 million persons to elect two additional at-large governing board members, reducing the total board from 7 members to 5 members.

Maintains the existing five precinct-based elected board members as the sole elected positions in all community college districts.

Allows current at-large board members serving on the effective date of the act to complete their terms before the reduction takes effect.

Amends Arizona Revised Statutes Section 15-1441 to remove the July 1, 2012 provision that authorized the two additional at-large positions for large population counties.
