Establishes procedures for voters who moved within the county, allowing them to vote provisional ballots and correct their registration records if the new address is within the precinct.

Creates a form process for voters appearing at incorrect polling places, directing them to the correct precinct where they vote a provisional ballot counted only for non-precinct-specific candidates and issues.

Mandates county recorders provide free notification to provisional ballot voters regarding whether their ballot was verified and counted, through mail, toll-free telephone, internet access, or similar methods.
