Allows persons who are otherwise qualified to register to vote during the 28 days preceding an election if they have been a resident of the county and precinct for at least 29 days immediately before the election.

Permits same-day voter registration at polling places on election day for qualified persons who provide proof of residence and complete a registration form.

Restricts same-day and 28-day registrants to voting only with provisional ballots in that election, but allows them to vote normally in elections held at least 29 days after their registration.

Limits registration under this article to voting for federal offices (including presidential electors), statewide and countywide offices, and legislature, excluding partisan primary elections.

Directs the Secretary of State and county election officials to promptly implement the new same-day voter registration procedures.
