Removes requirement that voter registration applicants submit evidence of United States citizenship with their application, repealing stricter citizenship verification procedures previously mandated in Arizona law.

Modifies the state voter registration form to comply with the National Voter Registration Act (42 U.S.C. § 1973gg-7) and prohibits imposing identification requirements more stringent than those prescribed by the federal national mail voter registration form.

Strikes provisions requiring county recorders to reject registration applications lacking satisfactory evidence of citizenship, eliminating documentation requirements such as birth certificates, passports, naturalization documents, or driver's licenses.

Requires passage by three-fourths vote in both houses of the legislature pursuant to Article IV, Part 1, Section 1 of the Arizona Constitution.
