Amends section 16-411 to require county boards of supervisors to designate at least one-half of the county's precincts for electronic media poll lists and mandates voting centers in place of or in addition to designated polling places.

Amends section 16-531 to require the county officer in charge of elections to review precinct needs and determine whether bilingual board workers and revisions to precinct lines are necessary to comply with a 30-minute maximum allowable wait time at polling places.

Requires the officer in charge of elections to hold a hearing at least 120 days before an election to consider a plan incorporating additional bilingual board workers and precinct boundary revisions, with the plan finalized within 30 days of the hearing.

Amends section 16-584 to require separate voting lines for provisional ballot voters at each polling place and establishes procedures for voters who appear at incorrect polling places, including completing a form directing them to their correct precinct.

Allows provisional ballots cast by voters at incorrect polling places to be counted only for candidates and issues that are not precinct-specific for that voter.
