Amends Arizona Revised Statutes Section 16-409 to allow counties, in addition to cities, towns, and school districts, to conduct mail ballot elections.

Authorizes counties to conduct mail ballot elections for all elections administered by the county, including statewide and legislative office elections, subject to county board of supervisors approval.

Requires entities conducting mail ballot elections to submit annual reports to the president of the senate and speaker of the house by January 1 following each mail ballot election.

Report must include voter turnout changes, cost comparisons, improvement suggestions, frequency of irregularities, voter satisfaction data, and number of nondeliverable ballots.
