Amends Arizona Revised Statutes Section 16-579 to allow valid university, college, or community college student identification cards as a form of voter identification at polling places.

Student ID cards can be presented alone if they bear the voter's photograph, name, and address that reasonably appear to match precinct registration records.

If a student ID card does not include an address matching the precinct register, it must be accompanied by a secondary document such as a utility bill, bank statement, or vehicle registration.

Makes minor wording changes to election procedures, including replacing "prior to" with "before" in signature roster requirements.

Requires passage by at least three-fourths affirmative vote of both legislative houses to become effective under Arizona Constitution requirements.
