Removes requirement that petition circulators have their affidavits notarized before a notary public, instead allowing them to provide a "statement of verification" without notarization.

Requires signature sheets to be attached to the secretary of state's official time-and-date-marked copy of the measure text, with signatures collected on any other copy deemed invalid.

Applies changes to referendum petitions (section 19-101), initiative and referendum signature verification (section 19-112), secretary of state petition processing (section 19-121.01), and recall petition procedures (section 19-205).

Creates conditional enactment tied to the outcome of referendum petition R-03-2014 regarding Laws 2013, chapter 209, with different sections taking effect depending on whether that referendum is approved, rejected, or fails to reach the ballot.

Modifies petition form requirements to distinguish between paid and volunteer circulators and removes language requiring notary verification from multiple statutory sections.
