Amends Arizona Revised Statutes section 8-103 to allow any adult resident of Arizona who is married, unmarried, or legally separated to adopt children.

Requires adoption placement decisions to prioritize the child's safety, social, emotional, physical and mental health needs, with marital or domestic relationship status as one of several non-ordered relevant factors for consideration.

Removes the previous statutory preference that gave priority to married couples over single adults when all other relevant factors were equal.

Maintains other placement preferences including placement with siblings, extended family members, current or former foster parents, and consideration of the child's wishes if twelve years or older.

Requires courts to make findings on the record regarding the best interests of the child in each adoption proceeding.
