Amends Arizona Revised Statutes Section 28-3153 to require the Department of Motor Vehicles to verify that applicants for driver licenses and nonoperating identification licenses have authorized presence in the United States under federal law.

Specifies that a federally issued employment authorization document constitutes acceptable proof of authorized presence in the United States.

Prohibits the department from accepting a driver license issued by another state as primary identification for applicants if that state does not require lawful presence in the United States as a condition of licensure.

Directs the department director to adopt rules establishing procedures for verifying applicants' authorized presence and for issuing temporary driver permits pending completion of status verification.
