Establishes an "equality for all special plates" program that requires a $32,000 implementation payment by December 31, 2014 for the department to issue these plates.

Creates the "equality for all special plate fund" consisting of $17 annual donations (and $8 administration fees) from each plate holder, with monies allocated to 501(c)(3) charitable organizations working to protect equal civil rights and welfare of lesbian, gay, bisexual, and transgender persons in Arizona.

Requires the first $32,000 collected in the fund to reimburse the person who paid the initial implementation fee, with remaining funds administered by the director and limited to 10% annual expenditure for fund administration costs.

Allows the director to combine equality for all plates with personalized special plates if requested, subject to combined fees for both plate types.

Updates statutes 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to reference the new special plate section and exclude the equality for all plate donations from highway user revenue definitions.
