Establishes a "meet and confer" process between Arizona state departments and employee organizations representing at least 1,000 state employees regarding wages, hours, benefits, and employment terms.

Requires state departments to allow employees to join employee organizations and mandates at least biennial meetings with qualified organizations, with additional meetings available upon request.

Prohibits employee organizations and department employees from engaging in sickouts, work slowdowns, strikes, or service disruptions.

Establishes a voluntary, binding mediation process if parties cannot reach agreement after good faith meet and confer negotiations.

Requires any agreements reached to be submitted to the governor for final review and approval, with gubernatorial decision being binding; mandates recording of all meetings between departments and employee organizations.
