Amends Arizona Revised Statutes section 38-846 to expand survivor benefits under the Public Safety Personnel Retirement System (PSPRS) to include designated beneficiaries in addition to surviving spouses.

Removes the requirement that a surviving spouse must have been married to a deceased member for at least two consecutive years to receive survivor benefits for retired members; instead allows a designated beneficiary to receive benefits if named by the member.

Extends surviving spouse or beneficiary pension eligibility to include individuals designated by the member on the date of death, applicable to both active members and retired members.

Requires that beneficiary payments comply with Arizona community property laws to avoid abrogating a deceased member's community property obligations.

Updates references throughout the statute from "surviving spouse" only to "surviving spouse or beneficiary" in provisions governing pension amounts, child pensions, and guardian/conservator payments.
