Maintains existing prohibitions on cities and towns using municipal resources to influence election outcomes, including facilities, equipment, personnel, and funds.

Prohibits city and town employees from using their authority to influence subordinate employees' voting or political activities.

Allows civil penalties up to $5,000 plus misused funds for violations, enforced by the attorney general or county attorney, with penalties paid by violators rather than from city or town budgets.

Protects government-sponsored forums and debates that remain impartial and allow equal opportunity for all viewpoints.
