Prohibits Arizona from entering into correctional services contracts that include any requirement or guarantee for a minimum number of inmates.

Requires that any request for proposals for correctional contracts be provided to the joint legislative budget committee for review.

Allows the state to cancel correctional service contracts after the first year of operation with 90 days' written notice and without penalty.

Limits annual contract price adjustments to once per year on the contract anniversary date, with increases capped at the annual change in the consumer price index.

Requires contractors to provide audited financial statements, adequate insurance coverage including civil rights claims, and agreement to reimburse the state for emergency or security services provided.
