Requires the director to conduct cost comparisons of executed privatization contracts once every five years for each contract.

Requires the director to provide the most recent service and cost comparison reports for contractors to the joint legislative budget committee for review.

Maintains existing requirements that private prison proposals demonstrate cost savings, equivalent service quality, adequate insurance coverage, and financial stability before contract approval.
