Amends Arizona law to prohibit the state from renewing or entering into new contracts with private prison operators for the imprisonment of any person convicted of a crime in Arizona, effective upon passage of the act.

Repeals existing sections 41-1609.01 and 41-1609.02 and replaces them with a new section 41-1609.01 that implements the private prison contract prohibition.

Maintains the Department of Corrections' authority to enter into emergency contracts with private facilities for up to one year in cases of acts of God, natural catastrophes, prison riots, or overcrowding, with certain conditions.

Requires the director to notify the governor and attorney general within 24 hours of declaring an emergency and to determine the length of confinement within 30 days; emergency contracts exceeding six months must comply with specified requirements.

Removes language references to previously existing private prison contract regulations from the emergency contract provisions in section 41-1609.
