Requires all firearm sales or transfers to be conducted through a licensed firearms dealer unless both parties are already licensed dealers.

Licensed dealers must conduct federal background checks (18 U.S.C. § 922(t)) on purchasers or transferees and comply with all applicable federal, state, and local laws.

Dealers may charge a fee not to exceed $20 to cover administrative costs of facilitating the transfer, including applicable federal, state, or local fees.

Provides exemptions for law enforcement, military personnel, gunsmiths performing repairs, common carriers, loans at shooting ranges, loans to minors for lawful hunting or sporting purposes, and persons acquiring firearms by inheritance.

Violators are subject to Class 5 felony charges.
