Amends Arizona Revised Statutes Title 42, Chapter 13 by adding Article 11 to establish procedures for identifying and classifying conservation land.

Requires county assessors to identify land used for conservation purposes and directs the Department of Property Valuation to create a new property use code for conservation land.

Defines eligible conservation land as property owned by governmental bodies, charitable corporations/trusts with conservation missions, or private property subject to conservation easements or overlays.

Establishes "conservation purposes" to include preserving land for public outdoor recreation and education, protecting natural habitats and ecosystems (fish, wildlife, plants, wilderness, riparian areas), and preserving open space.
