Prohibits board members from being related by blood or marriage within the third degree to other sitting board members, and bars district employees or their spouses from serving on the governing board.

Makes failure to complete required professional development training a nonfeasance offense, allowing county attorneys to seek court removal of noncompliant board members or fire chiefs.
