Amends Arizona Revised Statutes Section 42-11054 regarding property valuation methods to establish that solar energy devices designed for on-site consumption have no value and add no value to real property for assessment purposes.

Extends the no-value provision to grid-tied photovoltaic systems and other solar energy devices when they are primarily designed for on-site consumption.

Applies the no-value treatment to solar devices located on third-party-owned or leased property that are designed to produce electricity sufficient to meet the property user's on-site electricity needs, regardless of whether electricity is actually used immediately by the third-party owner.

Requires coordination with existing law (Section 42-14155) regarding solar energy device valuation.
