Allows any person with an adversely affected interest to file civil actions in superior court to enforce provisions of laws enacted by initiative or referendum measures.

Permits affected persons to join civil actions or defenses as a matter of right regarding alleged violations of voter-approved measures.

Bars new actions if the attorney general has already commenced and is diligently prosecuting an enforcement action or actively defending the measure in court.

Authorizes courts to award litigation costs, including reasonable attorney and expert witness fees, to any party when appropriate, including against parties for frivolous claims or defenses.

Empowers courts to issue injunctive relief or other equitable remedies as determined appropriate in enforcement actions.
