Requires state agencies to provide written notice at least 30 days before expiration of any state-issued business license, certification, or registration, but only if the holder submits a written request for such notice.

Notice must be sent to the license holder's last known mailing address and email address, if applicable.

Prohibits state agencies from imposing penalties and fees for expired licenses, certifications, or registrations (including penalties for practicing without a license) if the agency fails to provide the required expiration notice.

Applies to all state-issued licenses, certifications, and registrations that enable a person to engage in a business practice or profession in Arizona.
