Amends section 3-605 to add exemption allowing the Arizona Department of Agriculture to adopt and implement the federal milk ordinance without following standard rulemaking requirements under title 41, chapter 6.

Adds paragraph 33 to section 41-1005 exemptions listing, specifying that rules made by the Arizona Department of Agriculture to adopt and implement the federal milk ordinance are exempt from rulemaking procedures.

Repeals Laws 2013, chapter 231, section 3 and section 41-1005 as amended by Laws 2013, chapter 231, section 4, removing conflicting milk ordinance rulemaking provisions.

Applies retroactively to September 12, 2013 for the rulemaking exemption amendment and to September 13, 2013 for the repeal provisions.
