Provides $234,191,300 for Department of Transportation capital projects including $208,899,000 for statewide highway construction, $20,012,300 for airport planning and development, $2,280,000 for de-icer buildings, and $3,000,000 for vehicle wash systems.

Appropriates $9,200,000 from the general fund to the Department of Veterans' Services for construction of a veterans' home facility in Yuma, contingent on securing 65% federal funding commitment.
