Establishes the concealed weapons permit fund to receive and account for fees collected from concealed weapons permit applications, with funds used solely to administer the permitting process under section 13-3112.

Modifies state reimbursement for capital defense counsel fees by replacing "fifty percent" with "a portion" and caps total annual state spending on indigent capital defense to amounts appropriated in the general appropriations act plus any special legislative appropriations.

Caps total annual state spending on state grand jury costs and expenses to amounts appropriated in the general appropriations act plus any special legislative appropriations.

Permits the Department of Corrections to use monies from the transition program fund and interagency service agreement fund for operating expenses in fiscal year 2014-2015.

Suspends statutory caps on Arizona highway user revenue fund transfers to the Department of Public Safety for highway patrol costs in fiscal year 2014-2015 and suspends county funding supplanting provisions for judicial agencies for that same fiscal year.
