Establishes the Yarnell Hill memorial state park dedicated to the Granite Mountain hotshot crew who died fighting the Yarnell Hill fire, contingent on purchase approval and design by the Yarnell Hill memorial site board.

Creates a 14-member Yarnell Hill memorial site board with representatives from state agencies, local government, fire departments, and family members of deceased firefighters to oversee memorial design, construction, and maintenance.

Appropriates $500,000 from the state general fund in fiscal year 2013-2014 to the Arizona state parks board to purchase the Yarnell Hill memorial site.

Makes various budget adjustments for fiscal year 2014-2015, including allowing transfers from water protection funds ($336,000), off-highway vehicle recreation funds ($692,100), and underground storage tank funds ($6,531,000) for administrative costs and operations.

Modifies state land department budget requirements by increasing the annual (rather than biennial) funding assistance limit to $40,000 per district and $60,000 per education center for natural resource conservation districts.
