Emphasizes that immigration reform should keep families together, strengthen the economy, protect worker wages and conditions, and ensure due process and civil rights protections.

Recognizes Arizona's benefits from immigrant contributions to the state's social and economic fabric and affirms the human dignity of all residents regardless of immigration status.

Directs the Arizona Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the House, and all members of Congress from Arizona.
