Urges Congress to propose a constitutional amendment repealing the 17th Amendment, which established direct election of U.S. Senators by popular vote.

Requests return to the original constitutional system where state legislatures elect U.S. Senators rather than voters electing them directly.

States that Arizona believes direct Senate elections have created a misalignment in the legislative checks and balances system and reduced Senate responsiveness to state concerns.

Requires Arizona's Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona members of Congress.
