Proposes amendment to Article X, Section 4 of the Arizona Constitution relating to state trust lands.

Reorganizes constitutional language into three subsections (A, B, C) to clarify requirements for sale or disposal of trust lands without changing substantive law.

Requires all trust lands be appraised at true value before sale or disposal, and prohibits sales for less than appraised value or minimum price set by law.

Prohibits credit sales of trust land unless accompanied by ample security, and requires full payment before legal title passes to the buyer.

Requires submission of the proposition to voters at the next general election if approved by the legislature.
