Proposes amending Arizona Constitution to add Article II, Section 38, prohibiting the death penalty by stating "No person shall be sentenced to death in this state."

Amends Article II, Section 22 to remove "capital offenses" from the list of crimes for which bail may be denied, keeping only sexual assault and child molestation offenses in that exception.

Amends Article II, Section 23 to remove reference to death sentences when specifying jury requirements for cases where imprisonment of thirty years or more is authorized.

Repeals Article XXII, Section 22 of the Arizona Constitution, which previously addressed judgment of death.

Requires voter approval through the next general election for all proposed constitutional amendments to take effect.
