Proposes amendment to Arizona Constitution Article X, Section 5 regarding the sale of state trust lands.

Changes minimum sale price requirement from fixed dollar amounts ($3 per acre for general lands and $25 per acre for irrigable lands) to "true appraised value" for all state lands.

Replaces language "which" with "that" in reference to lands susceptible to irrigation under U.S. reclamation projects.

Requires appraised value for irrigable lands to be based on their susceptibility to irrigation.

Subjects amendment to voter approval at the next general election per Arizona Constitution Article XXI.
