Concurrent resolution supporting recognition of marriages between same-sex couples in Arizona as a fundamental human right and protected liberty under the U.S. Constitution.

Acknowledges the U.S. Supreme Court's decision in United States v. Windsor (2013) that struck down Section 3 of the Defense of Marriage Act as unconstitutional discrimination against married same-sex couples.

Declares that marriage laws in Arizona currently discriminate against same-sex couples by denying them equal legal status, dignity, and the rights and responsibilities afforded to different-sex couples.

States that the state has an interest in encouraging stable family relationships regardless of sexual orientation, and that equal protection of laws requires same-sex couples be permitted to marry on the same terms as different-sex couples.

Resolves that members of the Legislature support the freedom to marry for same-sex couples and recognizing such marriages in Arizona.
