Repeals the constitutional requirement that the superintendent of public instruction be an elected member of Arizona's executive department.

Changes the superintendent of public instruction to be appointed by the governor with advice and consent of the senate, serving at the pleasure of the governor.

Removes the superintendent of public instruction from the line of succession to the governor's office, leaving only the secretary of state, attorney general, and state treasurer in the succession order.

Eliminates term limit restrictions on the superintendent of public instruction position as an elected executive officer.

Requires voter approval of these constitutional amendments through a general election ballot proposition.
