Repeals Article V, Section 1 of the Arizona Constitution as amended by Proposition 100 (November 3, 1992) regarding the state treasurer's position.

Amends Article V, Section 1 of the Arizona Constitution to remove the state treasurer from the elected executive department, keeping only the governor, secretary of state, attorney general, and superintendent of public instruction as elected offices.

Adds new Article XXXI to the Arizona Constitution establishing that the governor shall appoint a state treasurer with advice and consent of the senate, with the treasurer serving at the pleasure of the governor.

Modifies Article V, Sections 6 and 9 to remove references to the state treasurer from gubernatorial succession and executive powers and duties provisions.

Requires the Secretary of State to submit the proposed constitutional amendments to voters at the next general election.
