Expands the independent redistricting commission from 5 to 9 members, with no more than 3 members from the same political party instead of 2.

Changes the composition of the candidate nomination pool from 25 to 40 nominees, increasing unaffiliated candidates from 5 to 12.

Adds competitive districts as a specific redistricting goal (third priority after constitutional compliance and equal population), to be favored where practicable without detriment to other goals.

Increases state funding for redistricting from $6,000,000 (for 2000 census) to $10,000,000 (for 2020 census) and updates funding recommendation timeline to years ending in 8 or 9 after 2021.

Modifies the appointment process so that majority and minority party caucuses in each legislative chamber jointly vote together to select their designated commissioners, rather than individual party leaders making separate appointments.
