AZ SCR1019

Allows undocumented immigrants who entered Arizona before age 16 and have lived in the U.S. for at least 5 years to qualify for in-state tuition if they are currently enrolled in school, have graduated high school, obtained a GED, or are honorably discharged veterans, and have not been convicted of a felony and are under 31 years old.

Removes the federal prohibition on in-state tuition eligibility for individuals without lawful immigration status, instead allowing those meeting the new criteria in section 15-1802(I) to receive in-state or county resident tuition rates.

Grants persons classified under the new in-state tuition provisions the same rights and benefits as other in-state students, including eligibility for financial aid and scholarships.

Exempts postsecondary education and adult education from the definition of "state or local public benefits" requiring documentation of lawful presence under section 1-502.

Repeals section 15-1825, Arizona Revised Statutes, and makes information submitted by students to universities or community colleges under these provisions confidential.
