Proposes amendment to Arizona Constitution Article V, Section 1 regarding executive department term limits.

Changes term limit rule so that any person serving any portion of a term due to succession (death, resignation, removal, or disability) is deemed to have served a full term and may serve only one additional term in that office.

Modifies election procedure for executive positions to allow the person with the highest number of votes to be elected (instead of requiring a majority), and if two or more persons tie for the highest number of votes, the legislature shall elect one by joint ballot.

Repeals the prior 1992 Proposition 100 amendment to Article V, Section 1.

Requires submission of the proposition to Arizona voters at the next general election.
