Expresses regret at the passing of Lorena Morgan Williams, who died on January 18, 2014, at age 104 in Fort Defiance, Arizona.

Honors Williams' role as petitioner in Williams v. Lee, 358 U.S. 217 (1959), a landmark federal Indian Law case that affirmed Navajo Nation sovereignty and tribal self-determination.

Recognizes Williams as a boarding school survivor who, along with her late husband Paul Williams Sr., persisted through multiple appeals to protect tribal sovereignty and Navajo self-government rights.

Acknowledges Williams' legacy as a family matriarch who valued Navajo culture, spirituality, and education, leaving 50 grandchildren, 90 great-grandchildren, and 24 great-great-grandchildren.

Adopted unanimously by the Senate on April 3, 2014.
