Prohibits municipalities from adopting fire codes that require one or two family residences or utility/miscellaneous accessory buildings to install fire sprinklers as a condition of fire apparatus access road or approved route compliance.

Allows fire code officials to increase or extend approved fire apparatus access roads or routes to comply with the sprinkler prohibition, and states that compliance is not grounds to deny or suspend licenses or permits.

Permits private civil actions against municipalities for violations, with courts authorized to award reasonable attorney fees, damages, lost opportunity costs, interest, and sprinkler system costs to prevailing parties.

Declares that property rights regarding reasonable use of property are a matter of statewide concern and preempts any municipal regulations on fire apparatus access roads and approved routes that conflict with this section.

Applies the same sprinkler prohibition, enforcement mechanisms, and preemption provisions to counties adopting fire codes for unincorporated areas.
